What does "Reduce Interruptions" do on an iPhone without apple intelligence

I’m a very happy owner of an iPhone 13 mini, and recently I noticed that I had a new focus mode called “Reduce Interruptions”. I thought that focus mode would only work with apple intelligence phones, so is there anything I’m missing? Does it work on my phone or is there some kind of compromise?

I’m pretty sure it just means notifications not labeled by the software developers, or you, if an app allows it, just don’t appear

In my experience the toggle does nothing. It will enable reduce interruptions for any device on your iCloud amount with apple intelligence, and other devices do nothing
