No Internet needed if the devices are already fully set up.
So if you plan to take a WiFi router and a HomePod to a cabin, be sure to get it all set up before you go.

Do you have to keep the sending device like iphone logged into your user account or does everyone cover it for all airplay-capable devices regardess if its logged into an apple account or not?

I believe they can function as bluetooth speakers, which doesn’t need wifi or internet. You just have to pair them with your iOS device.
[Edit] Nope, im wrong. You are not able to use them as bluetooth speakers.

It needs WiFi to set it up. Then, give access to Everyone. Should be able to connect without WiFi after that.

As long as they can get on the router, and have Apple devices, they should be able to AirPlay.
My original comment was meant to just let you know to get the HomePod associated with the WiFi router. Incase you planned to take a new one with you.
You can then test things are ready at home by disconnecting the internet from the router too!
