They do that to help hide the fact that some feature get removed.
And even after that KDE still has a crazy amount of customisation.

serioulsy… not done yet? Like Gnome… more than 10years and system settings UI is not yet stable.
Neither is Mac or Windows. The only stable system setting is a text file, and even that gets moved around.
