Community promo could be different to new communities. I might not be around when a new community is created and first announced, but at a later date someone might promote the community again. That seems like a useful and possibly better idea. Have I understood correctly?

They are pretty much interchangeable. The reason to offer a non-LW alternative is the large delay can LW can have with some instances: aussie.zone/post/17712350

They currently have more than one-day of delay:
