A new homebrew NES game titled Hazard: Let Us Out!, developed by vintage tech enthusiast Gilbert Vera, has surpassed its fundraising goal on Kickstarter. The campaign, which still has 22 days to go, has already raised over £5,045—nearly double the target of £2,418—from 78 backers.

I don’t think they could stop unapproved NES games being released at the time, I really doubt they’d give a shit now
