That is tricky but I think you could appease users by saying, “Here’s our first DLC - everyone will get it for free and premium folks will get the first paid DLC free. Premium users will also get <cosmetic item> today!”

Starfield should take a nod from No Man’s Sky, there’s a lot more they need to do to fix broken systems that were promised pre-launch.
