The showrunner is in charge of production, including the writers room. Matalas was co-showrunner of season two, and sole showrunner of season three.
No, they just keep the overall vision on track. They are an executive producer who can overrule pretty much everyone else on set for the sake of the vision and the budget.
My vague recollection is that the studio messed with Picard a lot
I wish they would kill the MCU and just start over comic book style.
They can do that easily by just jumping into multiverses now.
